This unusual policy was underscored by the case of Nancy Holten, a 43-year-old Dutch woman whose Swiss passport applications were twice declined on the grounds of being “excessively annoying.”

Holten had garnered notoriety in the village of Gipf-Oberfrick due to her vocal advocacy against local customs that she believed infringed upon animal rights.

However, perseverance paid off, as Ms. Holten successfully contested the decision. Subsequently, the canton reevaluated the situation and concluded that there was no valid basis to assert that she wasn’t suitably integrated to attain Swiss citizenship.
