Transport Malta statistics revealed that over a third of driving theory tests in 2022 resulted in failure, with 37% of the 11,540 test-takers having to retake the exam that assesses their knowledge of road rules.

The Malta Driving Instructors Association has called for a revaluation of how theory is taught to future drivers in light of these results, emphasizing the importance of educating students on driving theory to develop safe and responsible drivers.

Currently, driving theory in Malta is informally integrated with practical lessons, where instructors point out road signs and provide technical information during driving sessions. Students are expected to self-teach and refer to Transport Malta’s booklet, which contains over 400 multiple-choice questions.
